I think both of the Clintons had agendas and political aspirations....the marriage is a partnership to attain the end. The biggest threat to Hillary's ambitions...in this case was not Bill's affair...it was the impeachment that followed. I am sure he got more of an earful for lying to the congressional committee than the affair. Bill had had affairs long before Monica ever came into the picture.
