Sounds like to me he is trying to scare you away so he won't be out the puppy. Who would knowingly breed and sell puppies with those health problems? If this is the case he needs to be looked into and shut down. If you check him out and the puppies are in good health you could get a little girl, then sell or trade her to get you a male of your choice.
