Maybe they should spend more efforts in nailing those who abuse dogs.. by giving them huge time to serve and set some examples on those kinds of people..
Dog was not harmed... my sister died of breast cancer at 52 years old.. they need all the support they can get...
I would not personally do this.. but so stupid to spend time on this.. charging her...
