I think they to worry about the dogswho are tied up out n the cold/ heat! Laying in snow/mud! With no shelter, or food or water!!!
What is more important?? Her dog was not hurt in any way!!!! She used something safe!!!
I doubt if I would do it to my dog, though!

I don't know if any one has heard of "Bluing" It is used on white animals to help them be whiter- I know on horses! A girl from my town used to much- made her white horse blue- her parnets made her show it in a small town horse show- he was LT Blue!!!! She said she learned sometimes a little is much better!!! It was so funny!! But she didn't get fined!!
