I have a similar problem with Gracie and Holly. I found it helpful to let Gracie go ahead on a longer leash, and keep Holly's leash really short so it forces her to heel. That way she can't jump on Gracie or otherwise get into a tangled mess. Another thing I discovered is, if I put Gracie in the stroller and then let Holly walk, Holly automatically heels to stay behind the wheels of the stroller.
