Default No leash?

Toby will be turning a year old on the 15th. Is he getting too old to learn to not be on a leash? He has always had a leash on (I lived in an apt. on a busy road and didn't want him going into the street). But now I've moved to a new apt. with a huge yard in the back and want to be able to let him run around off his leash. Problem is, he will not come to me outside. Once, his retractable lease snapped and he ran off and I had to chase him for 15 minutes (Thankfully he needed to go to the bathroom, or I never would have caught him). It's like he thinks it is a game if he gets loose, he will stop, look at me and wag his tail and when I get close enough to grab him, he takes off. Is this a lost cause? Will he ever be able to walk without a leash?

Any tips would be great!! This is my first yorkie, he is a stubborn little thing!
