I think to make an informed decision this puppy needs to be evaluated by a cardiologist. A cardiologist will be the one that would perform an ultrasound. Some dogs have murmurs without any other symptoms and in some the murmur is the first symptom of what could be congential heart failure. Had your breeder kept this puppy longer their vet would've discovered the murmur instead of leaving you in a difficult situtation.
Personally I would return the puppy for a refund.
