I think if everything else about them seems reputable then their use of the word "tiny" is probably just a description. But if there are other red flags then the use of the word "tiny" might be a money-making ploy.

I don't mind seeing the smaller ones sold for a slightly higher price, but I don't want to see several hundred - thousands in difference because of size (from the same breeder/litter). Even reputable breeders will tell you that its easier to sell a smaller yorkie than a larger one, especially if the larger one is over standard. So they might price the smaller ones a little higher because of that. But good breeders will be more concerned about finding the right home for the individual puppy than making more money
