I have a chi as well and I have to say they are absolutely wonderful. My Harley is the quietest, most well behaved little thing. He can be a little shy around new people and sometimes he will bark at them while he's hiding behind my legs. He has never, ever so much as snapped at anyone. Not even when my youngest was a baby and pulled his ears and grabbed him by the tell.
I also have a chi mix who is a rescue and I know came from a bad place, but even she has turned out to be the sweetest little thing. I've had her since December and I've only heard her bark once. Usually she just sits in my lap and stares at people she isn't used to seeing. She has really come out of her shell in the past couple months and LOVES playing with the kids.
When buying a chihuahua its good to follow the same rules you would with buying any breed. Buy from a good breeder, select a puppy with a good temperment, etc.
