technically, these do go across the chest and behind the legs... I have used Cindy's harnesses for a long time and I have a SUPER PULLER! Tootie pulls terribly and I have never had a problem with him pulling or stepping out. Hope has two and both of them are super! The fit her tiny frame so well and do not mess up her hair...
