My two males lift their legs to pee and I honestly never tried to stop them. What I do is fill a liter-size (or larger)bottle with gravel and place it in the center of the wee wee pad and they lift their leg against that. You can also buy a little fire hydrant for the same purpose. I think PetSmart sells them.
