Default Trying to train my 2.5 year old yorkie to "go outside"

Our yorkie, Toast is giving me fits!!! Some background: We purchased her from a breeder at 7 months (bad breeder/bad age/she was shaking with fear the whole time/we walked in and bought the dog anyway, we couldn't leave her there) and she had never been outside or trained in any way...over the years, we have pretty much pee pee pad trained her, but she poops where she pleases (SOMEtimes on the pad...). This has been a difficult thing to do, since she seems very modest, and wont let us catch her "in the act"...ff to her current age (2.5 years) and we want to try to get her to pee outside, instead of in...the first step, we gather, is to catch her in the act, so we take turns sitting outside with her first thing in the morning and try to catch her and praise her....i think we have sucessfully done this about 15 times in 2 months...after about 2 hours tho...we are letting her in and giving up for that morning...i need ideas on what to do! Is she just too old for this and we are asking the impossible? Is there some method i should know about with un-puppies? Frankly, we love this dog to pieces (she is my "puppy child") and i KNOW how smart she is...any ideas? Thanks in advance....
