Unless something has changed recently, it's never been a problem to set up an account.
A bunch of us on the Maltese forum I belong to have accounts and what we do is periodically post a Puppy Zzang thread and get a few people to go in on orders. We usually do it in the spring and fall. As long as you keep the total amount under $200, it goes through without import tax.
The prices are so cheap, the $50 shipping split three ways is not much.
