I'm sorry to hear about your baby! Has your vet ever heard of putting a brace that keeps the hips seperated (maybe not seperated not sure of the wording) for this rather than surgery? You know humans can also have this and my vet was telling me that a friend of his had the brace without surgery and vets are now seeing progress with this in dogs. Just an option other than surgery...
