From what you wrote about your male chihuahua.
I think your first and biggest concern is your male cannot be neutered due to health issues etc as you stated.
Then what do you expect the pups will be like healthwise?
This would be a reason to abort the litter if she is pregnant.
You wouldn't want to bring a litter of unhealthy pups into the world.
Not yelling just giving you something to think about
