Welcome to YT and the world of Yorkies! Congratulations on the new puppy!
It just takes a little determination and patience on your part. Make sure you stay outside with him until he does go. If he still doesn't put him in his crate then take him out again about 1/2 hour later and wait. Don't let him have free run in the house or even the room if he hasn't gone outside. When he does go in the right place be sure your praise effusively and even give him a treat. He will get the idea.
