I'm not allowed to put up a fence where I live, but won't let my dogs outside without either being in an x-pen or on a leash. I got a light, 25-foot leash for my male Bichon and attached it to a belt that I put around my waist. It gives him a lot of room to move around and I don't have to sit or stand and watch him. I like to garden and work out in my yard and that works great. He's near me and he loves it.
