I live in Kansas and my vet has always given the first vaccination as an annual and the remaining ones as triannual. I asked the difference before and they said nothing that it was drawn from the same vial. I guess after the initial one and the first year booster the titer levels are high enough that it is only needed every three years.

Interestingly enough though, the horses get yearly rabies vaccinations.
