Default When is it time

Our Yorkie is almost 9mo old. He has been in his xpen when he can not be supervised (which is too much time, if you ask me). He barks when he wants to go out, and his pen has been clean for weeks, if not months. I'm not sure what he would do if he was not supervised. When he is out, we have him in the room with us. He will sit and look at us, but not say anything. I ask the question "do you have to go out", and he stands and looks intently at whoever asked the question. Should he be trusted more? I know he is not a year yet, but I really would love to give him more freedom. Any thoughts?
