totally outside. i prefer my dogs to not poop in my house. don't want to deal with the clean up, the smell, and the cost of pads. Morgan started going outside at 13 weeks when i got her. she's almost two now and i can open the door and let her out to potty while i watch her. we don't have a fenced in yard but she listens. she always holds it until we get home from work. only time she's had an accident in the house within the past couple months is when she had diarrhea....couldn't hold it.
