As a previous poster mentioned, you need to play WITH the puppy and the toy. Puppies need to learn how to play with toys and with you. It's a socialization process. They need to learn your games, etc... Soon, they associate that toy with fun and will play with it some on their own, but toys are mostly for interaction. A ball will just sit there until you throw it or kick it for your puppy to chase. Squeaky toys are only fun for them if you react. Have fun!
If you want your puppy to play by himself or herself, that's a different story. Try the puzzle toys or bully sticks. Even with the puzzle toys, you need to praise them at first for playing with them.
