They're never too old to start over again...buy an xpen, get him on a schedule(either pee pads or outside). They should never have the whole house until they're completely housebroken..My 10 year old has been pad trained since she was a few mos. old and still doesn't have free run of the house, all 4 of mine have the family room, kitchen and big laundry room, and the rest of the house is gated where they can't get out there...
