I would not use Nutri-cal at this age unless they are acting listless. Since they are not 4 weeks old yet you might want to do like Sugar's Mom suggested and make a gruel out of puppy milk replacement and some of the ground up puppy food but still leave the ground dry food down and water. If the puppies are walking well they will probably do well eating the dry food.
