Default Two rows of teeth?

I was looking in Tucker's mouth yesterday and realised that he has two rows of teeth. I'm assuming that one row are his baby teeth and the other row are his adult teeth? None of the teeth seem to be loose at all. He is getting neutured on Monday and I called the vet to make sure they would be removing his baby teeth. He said that they wouldn't exract teeth on such a young dog and that we would have to wait and see if his adult teeth pushed his baby teeth out because they could mess up his mouth at such an early age. Are two rows of teeth that don't seem to be loose at all normal in a 6 month old puppy?
