I have heard the chances of the ears standing gradually diminishes after 4 months but usually can go up to 6 mths without standing. Sounds like they are trying to go up though so I would give it a little more time...or you can try to tape them for a few days...do a search on taping ears and you should find some other threads on the topic and suggestions... good luck I have a 16 week old also but I think she's going to be a floppy eared baby.
