I would say it's possible that he could have gotten an infection from the urine on the hair, or from outside. I would definately take him to the vet and have it checked out, just to make sure!
Wanted to add, if he hasn't been neutered it would be more common as he could be leaking semen. (gross, but my bulldog did it) If he has, I would definately take him in.
