I have no clue. I really don't think any legal authority would give you that information. Not to mention who the tags are registered to...may or may not be "Jessica."
There are pay for services on line that would give you who owns a cell phone if you have that number. That's the number you have, correct? A cell vs a landline? A landline which is listed...you can google and come up with the person's name and address. Again, may or may not be "Jessica".
I think your friend should consider it a lesson learned and take Chloe to the vet's.
Btw, since you don't think Chloe has any of her shots....do not take her out in public places including pet stores.
