Yes, to take her to court...she would pay the filing fee for the warrant. Here it is $35. Depending on the judgement sometimes you get the filing fee reimbursed to you. In order to proceed...your friend will have to have the breeder's full name and address...not just a phone number, not a license plate number.
Since you don't think the puppy ever receive any shots, I highly recommend you get to the vet's for a check up and start those...especially pravo. Afterward she could take the seller to small claims court to recoup the cost. Regardless the puppy needs those vaccinations.

her puppys name is chloe. well she doesnt have the sellers real name. her name is supposedly jessica. is there anyway we can find out information about her with her license plate number, like her address or real name? and where should we go to find that out or how?
