Otis has allergies (not sure exactly what he's allergic to) The vet just said "hayfever".
He is on Eagle Pack Holistic Select Duck meal and oatmeal. It's formulated for babies with allergies and sensitive bellies. He is also on missing link. He has greatly improved with these 2 things. I don't even give him the hydroxyzine anymore. Good Luck in finding what she's allergic too! It's so frustrating, I know. Hope you find something to give her some relief.
