I didn't train mine to pee pads...so I can't help you there. You do need to pick one method (pee pads or outside) and stick to that or you're likely to confuse her.
Speaking sternly is enough. Sounds like she knows the disapproving tone in your voice.
I took mine outside on the hour every hour during the day, definitely immediately when they wake up and before bed, and repeated go potty. When they actually go...have a potty party...praise, praise and/or treats. Do not let her roam freely in your house unsupervised.
As long as the chips aren't chemically treated (some are)...I really don't think it's a problem.
