I have a fence and I still go out with mine. In fact, I make him walk on a leash (with a harness) in a certain area of my yard until he does his business. Then he can run off leash for a while if it's nice enough. But I'm too nervous even with a fence to leave him alone. I worry about birds of prey, him digging under the fence and escaping or him falling through the rails of my back deck and getting hurt or worse. It really would be easier to just tie him up, but I think that too much could happen to these little ones. Also, for potty training purposes, you can monitor when they go, if they go and also if it's #1 or #2. This helps me to know his potty schedule and is a valuable aid in preventing him from going inside the house. Good Luck!
