Gizmo is 7.5 lbs, but I wouldn't leave him outside unsupervised at all. There are thieves, big dogs and other predators. We also don't tie him up or tether him. We have two xpens put together for a little play area and that works for us.
Gizmo uses pee pads though. I don't think he knows you're supposed to "go" on the grass. He just likes to run through it.
