When mine was 12 weeks, he was 4+ pounds..He is now 1.5 yrs old weighing 10 pounds.

Oh... to answer your question..no she is not overweight..General rule is double their weight at 12 weeks old to get an idea of their fullygrown weight. Not always accurate but for mine, it was. Yorkies come in a variety of sizes and weight. Some bigger, some smaller so they can generally range anywhere from 3 pounds to 18 pounds although I think I heard of 24 pounds yorkie before.
