There should be a loophole that will allow the dogs since they were there pre-homeowners association. Speak to them about it. They can't make you get rid of them. Now they can say that after the formation you can't get them.
Quite frankly I think that whole rule to be a big hot steaming pile of dog poo. I own the property and I pay my mortgage, fees and taxes.
