Won't he be grandfathered in? At that age, it would be hard on him to get rehomed. I would talk to the association and see if this rule will be for existing people or just for new members. Maybe there can be some sort of fee to pay if you can keep him?
I wish you luck with this. It seems so unfair to have to get rid of a existing member of the family just because they need to make new rules.
