I tried the litter box and mine chewed on the pellets too. I gave up. I would try bellybands in the house and a small xpen outside in a designated potty area where you place him once every couple of hours until he does his business. You say "hurry up" and start taking steps away until he goes and then you let him out and praise him. Once he realizes that he is in there and you leave unless he goes, he will go quickly to get out. The xpen needs to small enough that he can't play in it.
