Awww, she's so little, she hasn't learned yet. This is a time that she would still be learning bite inhibition from her mother and siblings. What we did at that age was emulate the "YELP" that a sibling would make when bitten too hard. That's how they learn. You can also say "No Bite" and redirect with a toy. Puppies that age need to chew but it's also the time to learn how hard they can bite and what they can bite or chew on.
