I have some that stay in, don't climb or jump. I have one that can jump over anything and another that will climb out.

A top may help. If they are climbers you don't want to get it too tall, because if they still climb they have farther to fall on the other side.

Another option is to line the inside of the pen with a smooth slick surface. I used a clear heavy plastic shower curtain cut to the size of each panel and held in place with zip ties. It stopped the climbing, but eventually they started chewing on the edges and tearing it. Plastic plexiglass would be perfect, but expensive and hard to cut.

I don't use an ex pen only when I have puppies, but I had to be sure the mother wouldn't climb out and hurt herself.
