She's large enough to be spayed. Just make sure you have bloodwork done, as well as a bile acid test, to make sure there are no underlying health problems that could make anaesthesia unsafe. As long as that comes back normal and you have a vet familiar with tiny dogs, she should be just fine.

If you want to wait another couple months to see if she'll grow more, that's fine too...you can probably have any retained teeth pulled at the same time. I wouldn't wait much longer though as she may go into heat and your really want to spay her before she goes into heat
