Default tinies

You mentioned your females were larger and got some larger pups. I see nothing wrong in letting a 2 pound plus go earlier then 12 weeks..especially to a home where they know how to care for a Yorkie. I have a rule of thumb..nothing goes under 10 weeks, no matter the size, I want two sets of shots and a full month of being weaned.
I have had many tinies and had a few until their deaths at, 14, even 15 yrs.
She is only 2 1/2 weeks, wait and see...I find you can not put a time limit on it. Watch her week by week. If she is a pound by 6 weeks and 1 1/2 by 9..and 1 3/4 or two by 12 weeks, she should do well with a person who knows small ones.
I have kept a few until 6 months, but it took that long to get to 2 1/2 pounds. Most of my tinies go at 16 weeks..after I have spoiled them beyond any hope.
