Did her baby teeth all fall out?
If she doesn't have any baby teeth left then that is not a good sign on such young teeth (although common in Yorkies). It has to be tartar. If you can't get it clean please have a dental done. Ellie's teeth were terrible and she ended up having 9 adult ones pulled.
If it is tartar building up on baby teeth, the baby teeth should be pulled.
