I've tried a few things with my five month old pup. I try and hide the collar in one hand and put both hands close to her next and sort of put it on her neck under her mouth so she can't bite it. That's easier to do with a regular collar and not a harness but most of the time i use a harness.
Sometimes i distract her with something else and try and put it on or, distract her with the part that goes around her legs so I can slip the collar part over.
Other times I just keep telling her we can't go out until she sits and i put on the leash. I hold the leash away and fold my arms and sometimes she get it. What i find amusing is that i'm sure she's totally playing with me because when we come home and i take the harness off she lies down very nicely while i remove it!
