My yorkie boy did this for a little less than a week after his neuter. He would take a few steps and just plop down real quickly. Or he would walk really fast from one spot to another and plop down.
I asked my vet if that was normal and she said it's probably because he feels uncomfortable and weird there... especially because it feels weird to them when hair grows back in the shaved area.
After about a week, he stopped doing this completely.
