This may sound crazy but.... maybe put the pads in a box, where she can't get out right away... After she has gone on them for a while cut a side down on the box where she can get in and out. She may not realize what she needs to do.

At 10 weeks we put Sadie in a playpen with pee pads. She went right away and she knows this is potty. We plan to move her out side when it gets nicer so she doesn't have the pad out on the floor where she can get to it. (She shreds them any way) But enclosed where she can't get out, she figured out what to do right away! (I put a paper towel with some pee and poo from my older dog, in there for her to smell the first time) Worked like a charm
