seems she doesn't get that the pad is for peeing. when she pees on the floor use the pad to soak some of it up and put it back in the spot where you keep it. if it smells like pee she may go back over to it to pee again. There is also a spray you can buy at petco that smells like pee i guess. you can spray it on the pad to give her the idea that that is where she is to potty.
have you tried potty training her to go outside? maybe she'd do better this way.
