I want to make sure I'm not confused - SO, as long as you've had her, she's never had full (24 hr) access to water?
If that's correct, then, if it were me - I would first try a full week or two of leaving water out 24 hours a day and let her learn that it will be there, that she doesn't have to be desperate about it. If, after 1 or 2 weeks the behavior is still there - get her to the vet and explain what is going on - they'll probably want to check for diabetes.
