I dont think its the main thing. I think people matter too.
I said maybe she should get a besneji(that is a dog that doesn't bark), this way, she would still have a dog, but, a quiet one..
The shock collars do work, if the dog is over 5 lbs...my mom ordered one and used it on her morkie, only took one time of knocking him on his butt(he also had the high pitched aggrivating bark), but, now, all she has to do is show it to him and he shuts up.
