WOW! Unbelievable! Despite the fact your neighbor may have thought this would have been "fun" - it isn't!!! As you said, yorkies are taken on a daily basis from their families - sometimes returned, sometimes not. This is no joking matter. And to have raised the fence - yep, Blaze could figure that out next time and get out on his own. Glad your husband is getting materials to fix things up. I'd definitely let your neighbor know how you feel about it.
