If I am reading your post correctly, you are only feeding 1/4 cup a day. Maybe this food isn't agreeing with him because if a 10 pound dog can eat 2/3-1 cup a day, a five pound dog should eat probably 1/3-1/2 cup a day. There will be some variation because dog food companies sometimes do tell you to feed more than you should. I don't think any dog should gain weight on 1/4 cup of food.

Natural Balance makes a reduced calories formula.
It could have been the two kongs a day doing it though.
I would add green beans to the diet.
He is two years old now and I do think it may be the fruit snacks, with all the sugar. I don't give him a lot -- but maybe ... oh, I don't know! He does love green beans, though lately they seem to disagree with his stomach. Maybe I should consult with his vet.
