I have heard of this- in fact I was sold a pup with this problem. Sometimes one or both do not descend. Sometimes one or both are not even present. This is, from what I have heard, somewhat common with smaller breed dogs and usually occurs more in the really tiny ones according to my vet. Apparently when they are not present it is a genetic defect and you would not want to breed this dog (not that you are planning to). Missing one is refered to as monorchidism missing 2 is cryptorchidism (I probably did not spell this right!!!) I have been told by experienced breeders that you can usually feel the testicals by 6-8 weeks of age. Sometimes it takes a little longer. I am not saying that they are dropped by this age, just that when you rub under there, you can feel the little lumps. When you have your little guys fixed, if the other has not become present the vet will have to try to find out if it is there at all and remove it. An undescended testical left in place could possibly become a health issue in time according to different articles I have read. I did a lot of research on the matter when I found out that my little guy only had one descended testical. As long as you get him fixed though it shouldn't be anything to worry about. I am sure he is in very good hands with your vet.
